Gowanus Green (Buildings A to E)
This site can hold about 910–1,147 homes under the zoning maximum for qualifying affordable housing. The top of that range is set by the dwelling unit limit (ZR 23-52); qualifying senior housing is exempt from it and could hold up to about 1,290. The City's LIFT tracker lists 892 homes across its 5 records for this site.
The tracker lists five of the project's six buildings, A to E. City documents place all of them on former Lot 1, now four tax lots. The figures are for those lots, counted once.
- Gowanus Building A: 191 homes, Post Public Approval The tracker's 191 matches HPD's April 2026 notice for Building A: about 190 rental homes plus a superintendent's unit.
- Gowanus Building B: 300 homes, Post Public Approval The 2021 program lists Building B at 300 homes on 28 floors, matching the tracker.
- Gowanus Building C: 208 homes, Post Public Approval The 2021 program lists Building C at 208 homes, matching the tracker.
- Gowanus Building D / FAC.Gowanus Green: 81 homes, Post Public Approval The 2021 program lists Building D at 73 homes; none of the City documents checked gives the tracker's 81.
- Gowanus Building E: 112 homes, Post Public Approval The 2021 program lists Building E at 115 homes; none of the City documents checked gives the tracker's 112.

What City documents say
Facts from City documents that bear on the figures below. Each is quoted in the sources, and each speaks as of its document's date.
Approved in 2021 as a ~950-home project on Lots 1 and 100
The City approved Gowanus Green through ULURP C 210052 HAK: an affordable mixed-use development of about 950 homes on Block 471, Lots 1 and 100, with related zoning and City Map changes. HPD lists the disposition approval date as November 23, 2021.
A 1.2 to 1.5 acre public park is planned next to the site, mostly on Lot 100
A City Map change approved with the project (210180 MMK) maps parkland on portions of Lots 1 and 100: about 67,048 sq ft (1.54 acres), or about 52,048 sq ft (1.19 acres) if a 15,000 sq ft schoolyard is carved out. This is as described in April 2021.
All buildings are planned on former Lot 1, not Lot 100
The City's 2021 zoning analysis puts all six buildings and a school on Lot 1 (177,202 sq ft) and counts 175,765 sq ft as the zoning lot, leaving out park land. Only 1,437 sq ft of the park is on Lot 1, so most of the park is on Lot 100.
Former Lot 1 is now tax lots 1, 5, 50 and 55
HPD's April 2026 notice describes the land as tentative Lots 1, 5, 50 and 55, all part of Lot 1. MapPLUTO now lists these four lots, created from Lot 1 (apportionment date 07/17/2026).
Development rights to move from Lots 5, 50 and 55
In April 2026 HPD proposed selling Building A's lot together with a negative easement that transfers certain development rights from tentative Lots 5, 50 and 55, so floor area is shared across former Lot 1.
The tracker lists five of the six planned buildings
The 2021 program has Buildings A to F (950 homes in total) plus a school. The tracker does not list Building F (67 homes).
Which building goes on which lot
HPD's April 2026 notice puts Building A (about 190 rental homes plus a superintendent's unit) on Lot 1 at 8 5th Street. A 28-story, 100% affordable building is filed with the Department of Buildings on Lot 50 (20 5th Street); the 2021 program's only 28-story building is Building B. None of the City documents checked names the lots for Buildings C, D and E.
The City's zoning lot is about 1% smaller than the figures use
The figures here use MapPLUTO's recorded areas for the four lots, 177,359 sq ft together. The City's 2021 zoning analysis counts a zoning lot of 175,765 sq ft, leaving out park land, and on it allows 773,366 sq ft of floor area at 4.4 FAR and at most 1,137 homes under the dwelling unit limit: about 1% less than the 780,380 sq ft and 1,147 homes shown here.
What can legally go here
Floor area follows exactly from the Zoning Resolution. Homes are a range, because unit size and building efficiency are choices.

Floor area × efficiency ÷ average home size. Efficiency 0.7–0.85; average home 514–599 sq ft. Assumptions and their basis.
Some figures are shown as a span because the Zoning Resolution sets different limits depending on a condition public data do not settle: whether the site is on a waterfront block, which depends on a case review under ZR 62-11, since the tax block reaches the water's edge.
What binds first
Dwelling unit limit
The dwelling unit limit (ZR 23-52) holds the site to at most 1,147 homes, fewer than its floor area could hold at the smaller home sizes in the range. Floor area still limits the size of the building.

What gets in the way
Flags are flags, not verdicts. Each comes from a public layer, named in the sources.
- Hazard
In the 0.2% annual chance floodplain (2015 preliminary map)
About 7% of the site (12,400 sq ft) is in the shaded X zone of FEMA's 2015 Preliminary Flood Insurance Rate Map, between the 1% and 0.2% annual chance floodplains.
- Caution
(E) designation E-601
On lot 1 (1 of the 4 lots), an environmental requirement (hazardous materials, air quality and noise) must be satisfied before the Department of Buildings issues permits for new development.
- Caution
Floor area depends on a condition public data do not settle
The Zoning Resolution sets different limits depending on a condition that public data do not settle here, so some figures are shown as a span. The note under the floor area figures says which condition, and why.
- Note
In a Mandatory Inclusionary Housing area
MIH options 1 and 3 apply, so new housing here must include permanently affordable homes (ZR 27-131).
- Note
In the Special Gowanus Mixed Use District
Replaces floor area limits with its own table; in M1-4/R7-2 an MIH site may reach 4.4 residential FAR and community facilities 4.0, and M1-4 community facilities are 3.6 (Subarea B1) or 2.7 (Subarea B2). Its floor area rules are applied above (ZR 139-211).
Nearest subway station: Smith-9 Sts (F G), 0.2 mi in a straight line.
What this doesn't account for
Public data and the zoning text answer the questions above. These need information that is not public, or a decision that belongs to the City.
- Public land use review (ULURP). Selling or leasing City land, or approving a housing project on it, generally goes through ULURP (community board, borough president, City Planning Commission, City Council), and this estimate does not presume the outcome.
- Disposition of City property (Charter 384 / UDAAP). Transferring the land needs Mayoral approval under Charter Sec. 384 and, for HPD projects, usually Urban Development Action Area designation and project approval under NY General Municipal Law Article 16.
- Environmental review (CEQR/SEQRA). Any discretionary approval, disposition or City funding triggers CEQR/SEQRA review, which can require mitigation (e.g. for hazardous materials, noise or historic resources) or reshape the project.
- (E) designations. A lot with an (E) designation or environmental restrictive declaration for hazardous materials, air quality or noise cannot receive building permits until the Office of Environmental Remediation signs off.
- Subsurface and site conditions. Unknown soil, rock, groundwater and contamination can shrink or eliminate cellars and add foundation and cleanup costs, and HPD requires every project to investigate and, if needed, remediate contamination.
- Deed restrictions and reverter clauses. Land the City bought or sold may carry deed restrictions or reverter clauses limiting its use, which must be checked in title records (ACRIS) and DCAS's deed-restriction database.
- Parkland alienation. If a site is municipal parkland, it cannot be sold or used for housing without an act of the State Legislature signed by the Governor.
- Current occupants, uses and agency plans. Many City-owned lots are in active use or assigned to an agency, or have funded capital projects, and this estimate does not reflect relocation needs or agency plans (check COLP and the Capital Commitment Plan).
- Mapped streets, easements and utilities. Mapped-but-unbuilt ('paper') streets, sewer and water easements and utility lines can take land out of the buildable area, and no permit may be issued for a building in the bed of a mapped street.
- Street access. A lot with no frontage on a mapped street cannot get a building permit on its own and must be combined with a neighboring lot or have access mapped.
- Landmarks review. Sites that are individual landmarks or inside historic districts need Landmarks Preservation Commission approval, which can limit demolition, height and bulk.
- Flood-resistant construction. Sites in the 1% annual chance floodplain (or the 0.2% shaded X-Zone for critical facilities) must meet Building Code Appendix G, whose elevation and floodproofing rules can cost usable ground-floor and cellar space.
- Airport height limits. Near JFK, LaGuardia and Floyd Bennett Field, zoning flight-obstruction surfaces cap building height, and tall structures anywhere need FAA notice.
- State and federal funding conditions. Federal or State money brings its own requirements (e.g. HUD environmental review under 24 CFR Part 58, Davis-Bacon prevailing wages, Section 3 hiring) that can change cost, timing and program.
- Zoning capacity is a ceiling, not a plan. The figures show what zoning allows, and actual HPD projects often build less, for example to fit neighborhood context, a community facility or funding limits.
