Castleton

This site can hold about 244 homes under the standard zoning maximum. The limits on building types (ZR 22-122) hold it to that number (see the notes below). The City's LIFT tracker lists 330 homes. That is more than the 244 homes the building-type limits (ZR 22-122) allow under current zoning on the lot under the tracker's map point. The project's land may be larger than this lot.

The 330 is the City's LIFT Task Force count of planned homes for the site, as a September 2026 City Council report puts it; the Council suggests over 400.

What City documents say

Facts from City documents that bear on the figures below. Each is quoted in the sources, and each speaks as of its document's date.

  • Former buildings on the lot were demolished by the City

Department of Buildings records show City demolition jobs on this lot, including an eight-story building with 303 apartments at 101 Castleton Avenue and a three-story former nurses' home at 120 Castleton Court; both jobs are marked signed off, with last actions in July 2016 and January 2017. City tax data still lists nine buildings and 282 homes on the lot.

  • Condominium lot; the City owns all of its units

The lot is a condominium, so City tax maps show the condominium, not the City, as the owner of the billing lot. Department of Finance records for fiscal year 2027 list the City of New York, HPD or DCAS as owner of every unit lot.

  • Council's 2026 plan suggests a school and 400+ homes

On September 25, 2026 the City Council's NorthShoreNYC plan said the nearly 7-acre City-owned Castleton site could hold a new school and over 400 homes, in rental buildings and homeownership townhouses. This is a Council proposal, not an approved plan.

  • A zoning condition a City document settles

No building has stood on the lot since the City's demolitions were signed off in 2016 and 2017: the Department of Buildings has no job on the block filed after 2016 in either of its filing systems, the City's property list records the land as vacant, and the building footprint map shows nothing on it. MapPLUTO still counts nine buildings on the lot but records no building floor area. So no building with community facility space existed here on December 5, 2024. The lot is also beyond the Greater Transit Zone, has no commercial district mapped on it, and is zoned R3A, which is not one of the districts where qualifying senior housing makes a qualifying residential site. It is therefore not a qualifying residential site (ZR 12-10), and the figures use the standard ratio.

Floor area follows exactly from the Zoning Resolution. Homes are a range, because unit size and building efficiency are choices.

Floor area × efficiency ÷ average home size. Efficiency 0.7–0.85; average home 514–599 sq ft. Assumptions and their basis.

What binds first

Building types

The building-type limits (ZR 22-122) hold the site to at most 244 homes, fewer than its floor area could hold at the smaller home sizes in the range. Floor area still limits the size of the building.

What gets in the way

Flags are flags, not verdicts. Each comes from a public layer, named in the sources.

  • Caution

    A condominium billing lot

Block 110 lot 7501 is a condominium billing lot, which records a condominium's units. MapPLUTO gives it the lot area and outline of the condominium's base lot.

  • Caution

Community facilities need a City Planning Commission authorization

ZR 119-02: “community facility uses” “shall not be permitted within the Special Hillsides Preservation District unless an authorization is granted by the Commission”, and ZR 119-312 sets the findings for it in residence districts. The community facility figure above is not available as of right.

  • Caution

    Not recorded as City-owned

MapPLUTO records this lot as fully tax-exempt (owner recorded as “CASTLETON CASTLE CONDOMINIUM”). MapPLUTO uses the fully tax-exempt type for City, other public and institutional owners alike, so it does not show whether the City owns such a lot. Department of Finance records for fiscal year 2027 list the City of New York, HPD or DCAS as owner of every unit lot of the condominium.

  • Caution

    One- and two-family buildings only

ZR 22-122 limits housing on zoning lots that are not qualifying residential sites to certain one- and two-family buildings (R3A: single- or two-family detached or zero lot line buildings). The site can hold at most 244 homes that way: ZR 22-122 allows single- or two-family detached or zero lot line buildings, at 2 homes each; room for 122 buildings, since each building needs 2,375 sq ft of lot area (ZR 23-10, 23-11). The homes range above applies the limit.

  • Caution

Placed by the tracker's map point only

The tracker gives one map point per project and no tax lots. This page covers the tax lot under that point, which may be only part of the project's land, or more than it. The figures are for the lot shown.

  • Caution

Private roads may not count as lot area

ZR 119-211: on Tier II sites (an average slope of 10% or more), private road area does not count as lot area for floor area. The slope here has not been checked.

  • Note

Buildings still on record are gone

MapPLUTO still reports that the lot has 9 buildings on record with 282 homes, completed around 1925. Department of Buildings records show five demolition jobs on this lot, including the eight-story, 303-apartment building at 101 Castleton Avenue and the three-story former nurses' home at 120 Castleton Court, all signed off between July 2016 and January 2017. The City's property list records HPD's units at 101 Castleton Avenue as vacant land. The City's building footprint map (September 2026) shows no building on the lot. The figures are for the land.

  • Note

Edge strip of stormwater flooding in an extreme storm (2080s)

Only a strip along the edge of the site, nowhere 5 feet wide and 33 sq ft in all, shows nuisance flooding (4 in to 1 ft) on DEP's Stormwater Flood Map (extreme stormwater flood with 2080 sea level rise). It is shown for reference and not counted as a flood constraint on the site.

  • Note

In the Special Hillsides Preservation District

Regulates lot coverage, height, grading and trees, and on steep (Tier II) sites excludes private roads from lot area; it does not change floor area ratios, but community facility uses anywhere in the district need a City Planning Commission authorization (ZR 119-02).

Nearest rail station: Tompkinsville (Staten Island Railway), 0.7 mi in a straight line.

What this doesn't account for

Public data and the zoning text answer the questions above. These need information that is not public, or a decision that belongs to the City.

  • Public land use review (ULURP). Selling or leasing City land, or approving a housing project on it, generally goes through ULURP (community board, borough president, City Planning Commission, City Council), and this estimate does not presume the outcome.
  • Disposition of City property (Charter 384 / UDAAP). Transferring the land needs Mayoral approval under Charter Sec. 384 and, for HPD projects, usually Urban Development Action Area designation and project approval under NY General Municipal Law Article 16.
  • Environmental review (CEQR/SEQRA). Any discretionary approval, disposition or City funding triggers CEQR/SEQRA review, which can require mitigation (e.g. for hazardous materials, noise or historic resources) or reshape the project.
  • (E) designations. A lot with an (E) designation or environmental restrictive declaration for hazardous materials, air quality or noise cannot receive building permits until the Office of Environmental Remediation signs off.
  • Subsurface and site conditions. Unknown soil, rock, groundwater and contamination can shrink or eliminate cellars and add foundation and cleanup costs, and HPD requires every project to investigate and, if needed, remediate contamination.
  • Deed restrictions and reverter clauses. Land the City bought or sold may carry deed restrictions or reverter clauses limiting its use, which must be checked in title records (ACRIS) and DCAS's deed-restriction database.
  • Parkland alienation. If a site is municipal parkland, it cannot be sold or used for housing without an act of the State Legislature signed by the Governor.
  • Current occupants, uses and agency plans. Many City-owned lots are in active use or assigned to an agency, or have funded capital projects, and this estimate does not reflect relocation needs or agency plans (check COLP and the Capital Commitment Plan).
  • Mapped streets, easements and utilities. Mapped-but-unbuilt ('paper') streets, sewer and water easements and utility lines can take land out of the buildable area, and no permit may be issued for a building in the bed of a mapped street.
  • Street access. A lot with no frontage on a mapped street cannot get a building permit on its own and must be combined with a neighboring lot or have access mapped.
  • Landmarks review. Sites that are individual landmarks or inside historic districts need Landmarks Preservation Commission approval, which can limit demolition, height and bulk.
  • Flood-resistant construction. Sites in the 1% annual chance floodplain (or the 0.2% shaded X-Zone for critical facilities) must meet Building Code Appendix G, whose elevation and floodproofing rules can cost usable ground-floor and cellar space.
  • Airport height limits. Near JFK, LaGuardia and Floyd Bennett Field, zoning flight-obstruction surfaces cap building height, and tall structures anywhere need FAA notice.
  • State and federal funding conditions. Federal or State money brings its own requirements (e.g. HUD environmental review under 24 CFR Part 58, Davis-Bacon prevailing wages, Section 3 hiring) that can change cost, timing and program.
  • Zoning capacity is a ceiling, not a plan. The figures show what zoning allows, and actual HPD projects often build less, for example to fit neighborhood context, a community facility or funding limits.

On September 25, 2026, the MapPLUTO records and zoning district map behind this page were compared with DCP's live MapPLUTO (26v2) and zoning district layers for its lot; every compared field and district boundary matched. A separate calculation, written from the method page and run on the same downloaded City data on September 25, 2026, reproduced the lot area (290,299 sq ft), the zoning portions, the floor area (standard 217,724; community facility 290,299 sq ft), the homes (low 244, base 244, high 244), and the flags and what limits the site first.
